According to the list of central executive authorities issuing special permits for the circulation of items that may belong to certain participants in civil circulation and are allowed for circulation on the basis of a special permit (with restrictions on civil circulation), approved by Decree of the President of the Azerbaijan Republic dated September 12, 2005 No. 292, potent or toxic substances not related to narcotic drugs and psychotropic substances, the circulation of equipment for the production or processing of these substances is permitted with a special permit from the Ministry of Internal Affairs of the Republic of Azerbaijan.
Among the documents that must be submitted to the Analytical Expertise Center of the Ministry of Health when importing potent or toxic substances, it is necessary to have a special permit issued by the Ministry of Internal Affairs of the Republic of Azerbaijan.
