Analytical Expertise Center (AEC) of the Ministry of Health conducts monthly scheduled and unscheduled inspections of private medical institutions. It should be noted that during of May this year, 28 out of 34 private medical institutions included in the list of scheduled inspections were inspected. As a result, deficiencies were identified in 19 institutions.
At the same time, inspections were carried out at 14 out of 16 private medical institutions for which unscheduled inspections were planned. As a result, deficiencies were found in every audited private medical facility.
Based on the results of the monitoring, 27 protocols were drawn up and sent for execution under Articles 210.1, 215.1 and 215.4 of the Code of Administrative Offenses.
It should be noted that according to Article 210.1 of the Code of Administrative Offenses (for engaging in private medical activities or pharmacy activities without a license), a fine of 2,000 to 3,000 azn is imposed on individuals, on officials – from 5,000 to 10,000 azn, on legal entities – from 20,000 to 30,000 azn.
According to Article 215.1 of the Code of Administrative Offenses (for the implementation of medical activities by persons engaged in medical activities, in addition to works and services provided for by the charters of state medical institutions or a license issued to them in the field of private medical activities), individuals are fined from 300 to 500 azn, officials from 800 azn to 1000 azn, legal entities from 6000 to 8000 azn.
According to Article 215.4 of the Code of Administrative Offenses (for the admission of persons (employees) who have not passed attestation in accordance with the law to medical and pharmaceutical activities), officials are fined in the amount of 800 to 1,000 azn, and legal entities – in the amount of 6,000 to 8,000 azn.
In addition, an assessment was made of the compliance of the conditions created at the addresses of 25 private medical institutions with the requirements of regulatory legal acts, and a positive conclusion was given on 15 applications for obtaining a license from them.
