On January 22, 2025, inspectors of the AEC of the Ministry of Health conduct a planned inspection at the private medical institution owned by “Laser Beauty Estetik Klinikası” LLC, located at 507-511 Ismayil bey Gutgashinli str., Yasamal district, Baku city, and the mentioned process was continued on January 23, 2025. During the inspection, compliance with the terms of the license, the involvement of medical specialists working under the private medical activity entity in certification and the legality of the implementation of medical activities and services provided in the license outside the work were investigated.
As a result of the inspection, it was found that medical registration documents are not kept in accordance with the forms and rules approved by the Ministry of Health. Documents confirming the compliance of the medical equipment used in the medical institution with regulatory and technical requirements were submitted to the inspection incompletely. No thermometers were found in the refrigerators where medicines were stored and no “temperature registration sheet” was recorded. The “radiological-hygienic passport document” of the facility using ionizing radiation sources was not submitted for inspection.
During the inspection of the medical facility, it was revealed that conditions which were created for the implementation of “surgical-dental”, “radiological”, “dental technical” works in the dental room without complying with the rules on sanitary-epidemiological requirements. In addition, numerous other shortcomings that must be eliminated were revealed.
Also, the single fact of not being appointed to a position in accordance with the specialty was revealed in the facility. In addition, a large number (more than 30 people) of people engaged in practical private medical activities without undergoing certification were revealed in the medical facility.
It was also found that the medical facility was performing medical activities outside the services were indicated in the license.
It should be noted that during the inspection, the chief physician Rena Soltanova and the head of the clinic Yegana Jafarova demonstrated unethical behavior towards the inspectors-specialists of the AEC (shouted, threw the phone at the AEC specialists, threatened, sending of the complaint with higher authorities and be dismissed). They refused to sign the act and the protocol on the administrative offense composed as a result of the mentioned inspection.
In accordance with the relevant articles of the Code of Administrative Offenses regarding the incident a protocol has been composed. In accordance with the current legislation, necessary measures are being taken to suspend the activities of the clinic.
