On October 10, a Special Chair’s Forum was held in Vienna within the framework of the initiative of the chairman of the 65th session of the United Nations Commission on Narcotic Drugs to strengthen the implementation of international obligations related to narcotic substances in order to improve the availability of controlled substances for medical and scientific purposes. Employees of the Sector for Work with Limited Medicines of the Pharmaceutical Inspection Department of the Center Elvar Israfilov, Vafa Abilova, Taleh Guliyev, Aishan Guliyeva, took part as observers in the Forum, organized in a virtual format.
More than 300 invited experts and relevant stakeholders from different parts of the world registered as participants in the forum, and the meeting was broadcast to a global audience via the Internet.

During the forum, the chairman Ghislaine Jean Maurice D’Hoop presented an e-learning tool that has been redesigned and presented to increase awareness of international drug policy obligations to improve access to and supply of controlled substances for medical and scientific purposes.
Following this, Executive Director of the United Nations Office on Drugs and Crime (UNODC), Assistant Director General of WHO Mariangela Simao and President of the International Narcotics Control Board Jagit Pavadia addressed the participants.
Also in the address to the participants of the event, Deputy Prime Minister of Belgium, Minister of Social Affairs and Health Mr. Frank Vandenbroek emphasized the need to “think about the families and caregivers who feel powerless and stressed because they cannot help their loved ones or their patients find some comfort” in addition to what has been mentioned on the topic.
During the forum, representatives of member states, UNDP, WHO, the International Committee and civil society held interactive discussions on the elimination of obstacles in the supply chain of international controlled substances, including the improvement of availability and demand for those substances during emergencies, have shared reliable experience and future strategies in the field.
At the end of the event, the chairman called on the international community to strengthen cooperation, discussions and partnerships in accordance with the principle of common and shared responsibility to ensure that no patient or person is left behind.
