Of these, 19 inspections took place in the city of Baku, while 35 were conducted in pharmacies located in other cities and regions of the country.</p>
<p>Among the inspections, 53 were scheduled, and one was unscheduled.</p>
<p>As a result, various violations were identified in 12 pharmacies. In connection with the violations, the relevant administrative protocols were drawn up under Articles 215.4, 221.1, 452.1, and 452.3 of the Code of Administrative Offenses of the Republic of Azerbaijan.</p>

										<content:encoded><![CDATA[<p>On March 19, 2026, a delegation of the Embassy of the Republic of Belarus in Azerbaijan visited the Analytical Expertise Center of the Ministry of Health of the Azerbaijan Republic  for familiarization purposes.</p>
<p>The delegation included Dmitry Leonidovich Pinevich, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Republic of Azerbaijan, Tatyana Nikolayevna Zubritskaya, Chief Advisor of the Embassy, ​​and Veronika Aleksandrovna Lisitskaya, First Secretary of the Embassy.</p>
<p>During the visit, the delegation was received by Rafig Khudayev, Deputy Director of the Analytical Expertise Center.</p>
<p>At the meeting, the Belarusian delegation was provided by the heads of relevant departments of the AEC with relevant information about the activities of the AEC whcin is the drug regulator of Azerbaijan.</p>
<p>The main purpose of the meeting was to familiarize the Belarusian side with the procedures for registration and re-registration of medicinal products in Azerbaijan, the regulatory framework and practical aspects of the expertise of medicinal products.</p>
<p>The discussions covered the following topics: the procedure and requirements for registration of medicinal products; mechanisms for monitoring the quality and safety of medicinal products; digitalization and optimization of regulatory processes; exchange of experience and application of effective practices in the supply of medicines.</p>
<p>The parties also discussed the prospects for the development of partnership between the relevant institutions of Azerbaijan and Belarus.</p>
<p>The meeting took place in a constructive and business atmosphere and confirmed the mutual interest of the parties in the development of cooperation and strengthening professional relations.</p>

										<content:encoded><![CDATA[<p>In February 2026, a total of 98 inspections were conducted at pharmaceutical establishments by the Analytical Expertise Center under the Ministry of Health of the Republic of Azerbaijan. Of these, 23 inspections were carried out in pharmacies located in the city of Baku, while 75 inspections were conducted in pharmacies situated in other cities and districts of the republic.</p>
<p>Of the inspections conducted, 77 were scheduled, 20 were unscheduled, and one was conducted outside the standard inspection framework.</p>
<p>As a result, various violations were identified in 31 pharmacies. In connection with the detected violations, relevant administrative protocols were drawn up under Articles 215.4, 221.1, 452.1, 452.3, and 452.4 of the Code of Administrative Offenses of the Republic of Azerbaijan.</p>

										<content:encoded><![CDATA[<p>The Khojaly tragedy, which occurred on the night of February 25-26, 1992, is considered as a one of the bloodiest pages in the history of the Nagorno-Karabakh conflict. During these events, Armenian armed forces, with the support of the 366th motorized rifle regiment of the former USSR, attacked the city of Khojaly in Azerbaijan. As a result, 613 civilians, including women, children and the elderly were killed. This event has become a symbol of tragedy for the Azerbaijani people and many local and foreign researchers, historians and politicians call it as a genocide.</p>
<p>The Second Karabakh War, which lasted from September 27 to November 10, 2020, changed the balance of power in the region. In September 2023, Azerbaijan liberated all previously occupied territories, including Khojaly. This was an important step in restoring historical justice and the return of displaced people, including the residents of Khojaly, to their homeland.</p>
<p>On February 25, the staff of the Analytical Expertise Center of the Ministry of Health also respectfully honored the memory of the victims of Khojaly, a symbol of the indomitable spirit of the people who triumphed over suffering and injustice and are determined to move forward. In this regard, the employees of the Center gathered in the conference hall and observed a one-minute silence to commemorate the souls of those who perished in the Khojaly tragedy and also praying for their souls. Then, a documentary film reflecting the painful truths of the Khojaly tragedy, reminding the need for solidarity among the Azerbaijani people and the continuation of efforts to protect their land and people, was demonstrated.</p>

										<content:encoded><![CDATA[<p>Farid Hasanov, Head of the Pharmacovigilance Department of the Analytical Expertise Center (AEС), a public legal entity under the Ministry of Health of the Republic of Azerbaijan, participated in HealthIL Week 2026, Israel’s leading healthcare innovation event, held in Tel Aviv from January 18–22, 2026.</p>
<p>Representing the Center, Farid Hasanov attended this prestigious event that brought together over 65 healthcare organizations, more than 100 startups, and representatives from the industry, government, and investment sectors to explore the latest developments in Israeli healthcare innovation systems.</p>
<p>As in previous years, HealthIL Week is organized through the collaboration of HealthIL, Israel’s national healthcare innovation ecosystem, and Startup Nation Central, serving as an important platform for international collaboration and knowledge exchange in the healthcare sector. The event was also supported by the Israeli Ministry of Economy, the Israeli Ministry of Health, the Israel Innovation Authority, and the Global Jewish Aid organization.</p>
<p>This year’s event featured pharmaceutical and medical device manufacturers, companies integrating artificial intelligence into healthcare systems, startup companies, and leading Israeli hospitals, including Teva, AWS, Oracle Health, AstraZeneca, AbbVie, Novartis, Bayer, Medtronic, Nvidia, KPMG, AION Labs, Pitango, Matrix Medika, Chameleon, Philips, ALYN Hospital, Reuth Rehabilitation Hospital, Shaare Zedek Medical Center, Rambam Health Care, and others.</p>
<p>The AEС representative participated in key conference sessions exploring the next stage of Israeli healthcare innovation, visited exhibition and conference facilities, held meetings with healthcare organizations and technology providers, attended startup sessions, and engaged in networking events with ecosystem leaders and decision-makers.</p>
<p>Through participation in the event, AEС gained insights into global healthcare innovations and accessed new international partnership opportunities. Participants received valuable information on healthcare technologies, innovative business models, and best practices in the delivery and management of healthcare services.</p>

These tragic events, although they were a brutal act of suppressing the aspirations for freedom, played an important role in the formation of national consciousness, the mobilization of the people and the strengthening of the independence of Azerbaijan.</span></p>
<p style="background: white; vertical-align: baseline; margin: 0cm 0cm 15.0pt 0cm;"><span lang="EN-US" style="font-family: Roboto; color: #333333;">They also influenced subsequent events, including victory in the 44-day war and the return of Karabakh to the country. These prosess are key milestones in the modern history of the country, connected by a common line of struggle for independence, territorial integrity and national identity. Events separated by thirty years reflect the process of national awakening, consolidation and mobilization that shaped the modern Azerbaijani nation.</span></p>
<p style="background: white; vertical-align: baseline; margin: 0cm 0cm 15.0pt 0cm;"><span lang="EN-US" style="font-family: Roboto; color: #333333;">On January 19, at Analytical Expertise Center of MOH of the Republic of Azerbaijan were honored, the tragedy of January 20 and the martyrs who gave their lives for our independence, which went down in the history of the struggle for freedom and territorial integrity as a heroic page. The AEC’s collective gathered in the assembly hall of the Center honored the Martyrs with a minute of silence. Later, there was a demostration of a documentary film that January 20 is not only a tragedy in the history of Azerbaijan, but also the first peak of the country’s path to independence, the awakening of the desire for freedom of our national ideology, a glorious history when people who lived for many years under the rule of the Soviet empire, raised their voice for freedom and showed courage in the fight for their sovereignty.</span></p>

										<content:encoded><![CDATA[<p>On January 14, 2026, the first stage of the &#8220;What is GMP&#8221; (Good Manufacturing Practice) training course for the center&#8217;s employees was held in the assembly hall of the Analytical Expertise Center (AEC) of the Ministry of Health of Azerbaijan. The training, was conducted by Hamid Gurbanov, Head of the Good Manufacturing Practice (GMP) Department of AEC. The training course was dedicated to the basic principles of Good Manufacturing Practice (GMP), quality management principles, regulatory requirements and their practical application in pharmaceutical activities. The course provided participants with an opportunity to familiarize themselves with an overview of regulatory requirements and the responsibilities of personnel in maintaining a high-quality culture.</p>
<p>The topics of the first phase of the training were as follows:</p>
<ol>
<li>Introduction to Good Manufacturing Practice (GMP) requirements (for finished products)</li>
<li>Purpose, principles and importance of Good Manufacturing Practice (GMP)</li>
<li>Elements of Good Manufacturing Practice (GMP) for ready-to-use medicinal products</li>
<li>Documentation, registration and audit requirements within the framework of Good Manufacturing Practice (GMP)</li>
</ol>
<p>The aim of the training was to strengthen professional competence, ensure compliance with international Good Manufacturing Practice (GMP) standards and support continuous improvement of quality and safety processes at the Center. At the end of the event, numerous questions from the participants were answered.</p>

										<content:encoded><![CDATA[<p><span lang="EN-US" style="font-family: 'Arial',sans-serif;">In December 2025, a total of 25 pharmacies were inspected by the Analytical Expertise Center of the Ministry of Health. Of these, 9 inspections took place in Baku, and 16 in pharmacies located in other cities and districts of the republic.</span></p>
<p><span lang="EN-US" style="font-family: 'Arial',sans-serif;">Out of all inspections, 11 were planned, and 14 were unplanned.</span></p>
<p><span lang="EN-US" style="font-family: 'Arial',sans-serif;">As a result of the inspections, various violations were identified in 7 pharmacies, and relevant administrative protocols were drawn up in accordance with Articles 210.1, 452.1, and 452.3 of the Code of Administrative Offenses of the Republic of Azerbaijan.</span></p>

										<content:encoded><![CDATA[<p>A three-day training program on Good Manufacturing Practices (GMP) was held from December 17 to 19, 2025, at the production site of IODICO LLC, a local medical iodine manufacturer located in the Neftchala district.</p>
<p>The training was conducted by managers and highly qualified specialists from the relevant departments of the Analytical Expertise Center. These included Gamid Gurbanov, Head of the Good Manufacturing Practices Department; Chingiz Shukurov, Head of the Laboratory for Expertise and Quality Control of Medical and Pharmaceutical Products; and Shamil Aydemirov, Head of the Quality Management Department.</p>
<p>The main objective of the training was to ensure quality, safety, and compliance of production processes with international requirements in the production of medical iodine, as well as to improve the knowledge and practical skills of the company&#8217;s employees.</p>
<p>The participants were provided with detailed information on the basic principles of GMP, regulatory requirements and the proper organization of production processes as part of the training program. Specifically, the training covered production management, risk identification, and risk prevention in accordance with international regulatory documents.</p>
<p>The training program covered the following key topics:</p>
<p>∙ General principles and areas of application of Good Manufacturing Practices;</p>
<p>∙ Physicochemical properties of medicinal iodine and the risks that may arise during production;</p>
<p>∙ Documentation system, recording, and traceability of production processes;</p>
<p>∙ Proper organization of material and personnel flows in the design of production areas;</p>
<p>∙ Control of production processes and in-process control;</p>
<p>∙ Stability of medicinal products;</p>
<p>∙ Good Manufacturing Practices &#8211; areas of application;</p>
<p>∙ Good Manufacturing Practices &#8211; equipment;</p>
<p>∙ Cleaning validation: general principles and areas of application.</p>
<p>The training was interactive, discussing specific situations that may arise in a real production environment and providing explanations based on practical examples. İn order to evaluate the effectiveness of the training, the appropriate tests were administered to assess the participants&#8217; knowledge before and after the training.</p>
<p>During the training, it was noted that local manufacturers&#8217; compliance with Good Manufacturing Practice (GMP) requirements plays a vital role in providing the population with high-quality and safe medical products. Therefore, providing methodological and institutional support to local production, as well as continuing educational and awareness-raising activities, will remain a priority.</p>
